There are two recreation centers that are vastly more financially accessible to the population at large, and the parks service loyally provides activities and programs to ensure that whatever your budget you will be sure to have accessible and affordable opportunities for a good time. Bear in mind that this is not to say that public events are for the poor only, as they are not, but like public schools are simply meant to prevent those with lower budgets from being left out of all the riches life has to offer.
